A variation includes anything associated with conditions on the liquor licence.

Things that can be changed via a variation application;


  • Trading Hours 
  • A licensed Area (known as the red line area), generally when it is being increased of the the footprint is changing. For more information check out our information on the PLANS page.
  • Changes to the directorship / management structure (directors / nominee or business names)
  • The type of license that is operating, i.e. the venue operates as a resuarant but has changed to a bar where food is no longer the predominate activity, that may need an on preemises licence (variation of category required).


Changes associated with moving the business to a new address or a transfer are different applications.

Transfering a liquor licence in Victoria means dealing with red tape. If you are buying a licensed premises and want to sell liquor under the liquor licence associated with the venue, you must transfer the licence into the name of the entity that holds the lease or freehold associated with the property in order to legally trade. Staff at ALLC have seen on many occassions how buys have not done this correctly.


ALLC offers a flat price cost related to the transfer of a liquor licence, this flat fee covers;


  • A real person doing the preperation and management of the application (you still need to complete some information).
  • Transfer application fee cost payable to Liquor Control Victoria.
  • Obtaining relevant details of the venue and revierw to make sure all is correct.
  • If the venue has an on site consumption ability and there is no patron capacity recorded you may likely need a Patron Capacity Report , yes ALLC can get this done as well but there is an additional fee as it is done by a Registered Building Surveyor.
  • Assistance with training requirements.

As of 1st July 2025, a liquor licence application does not automatically require a planning permit related to the liquor licence, however, like usual, there is a BUT. The liquor licence may have an exemption BUT you may still need a planning permit related to zonining and operation of the property, these include:


  • Land uses and signage (dependant on the zone)
  • In somes instances a reduction in car parking requirements.
  • Changes of use of the venue operation (dependant on the zone)


There are other matters that may also come into play, so, it is always better to ask first rather then find out later.


Even though planning permit may not be required for the liquor licence application, Liquor Control Victoria (LCV) still needs evidence information the the application is in line with the planning requirements of the local council area.
